Citizens Vote on Bills

The Citizen Representatives in your congressional district pledge to elect a Representative.  In exchange, the Representative pledges to follow the majority will of the citizens.  The will of the citizens is expressed through a vote.  Because the Representative can be assured he or she will be elected (provided they vote with the people), they have less need to raise money outside their district. Who would run against a CitRep Candidate?
